The FAA says it has heightened its scrutiny of USAir and is now giving the carrier "white-glove inspections," a top-to-bottom review of safety procedures. "But any time there is an increase in accidents or sudden financial trouble, you step up surveillance and make sure there's nothing systemically wrong." The FAA said last week that USAir has been "responsive to the FAA's concerns." Repairing the image So what can USAir do to repair its battered image? Steven Fink, whose Los Angeles public relations agency specializes in crisis management, said the airline has drained the "reservoirs of goodwill" it once had. The public often has an attitude of "innocent until proven guilty" with a company.

But USAir's five crashes and the new revelations have put the airline deeper and deeper into a hole. To improve its reputation, Fink says USAir should launch a sweeping internal investigation headed by an independent safety expert. This "commission" could study the airline's safety procedures and make a public report on its findings, he said. "Then they could make a case, 'This is what we found this is what we're going to Fink said. USAir is eager for investigators to determine the causes of the Pittsburgh and Charlotte crashes.

Those revelations could do more for USAir's image than an expensive ad campaign or a glowing report card on safety. In the meantime, the carrier is doing all it can to allay customers' fears. The airline's sales representatives can now show travel agents detailed reports from the company on the Times story. Frequent fliers already have been sent a letter from USAir chairman Seth Schofield, assuring them, "Safety never has been, nor ever will be, compromised at USAir." The company is expected to send another letter in a few weeks. And despite all the negative publicity, USAir employees say they have confidence in the company.

"This airline doesn't scrimp when it comes to maintenance," said USAir pilot Herb LeGrow. "As far as I'm concerned, this is as safe as any airline in the world. I wouldn't hesitate to put my family on board." After some lean financial years, the company is on the verge of a major turnaround and in recent quarters has reported the best earnings in its history. But for an institution that calls itself "Florida's Bank," there's more to consider than just the bottom line. "I see a pretty balanced story," said Mike Overly, editor of the Aviation Safety Monitor. "They have done a good job with the available data." But USAir contends the story was misleading, that its financial figures were wrong, and that important explanations and counterpoints were published only near the end. Comments from a top Federal Aviation Administration official, saying there was no connection between USAir's financial troubles and its safety record, were in the last section of the story. Much of that last section, which compared safety records of different airlines, was cut from the abbreviated stories used by many newspapers. Some of those charts ranked USAir worst, but others showed it in the middle of the pack. Some aviation analysts, meanwhile, said the full Times story was unfair. "It was sloppy, half-baked journalism," said Michael Boyd, president of Aviation Systems Research in Golden, Colo. "If you're going to start putting out scary things, look at all the airlines. To just isolate USAir was blatantly unfair." The mystery in Pittsburgh Airline bookings usually bounce back a few weeks after a crash, but USAir's problems linger.

The Pittsburgh crash was the airline's fifth fatal accident in five years. There's no common thread among the crashes, but many passengers have become skeptical about USAir's safety record. Janet Alexander, an agent with AAA Business Travel in St. Petersburg, said one client last week paid an extra $80 to switch a flight from USAir to Delta. "A lot of people will take another carrier over USAir if they have a choice," she said.

USAir spokesman Richard Weintraub said the airline's leisure travel has increased in the past few weeks, "but business travel has not bounced back as much as we'd like." The fear among passengers is partly caused by the mystery surrounding the Pittsburgh crash.
