Main Purpose of Job

The DGS Office of Energy andSustainability (OE&S) is responsible for ensuring that the purchase andconsumption of energy in State operations minimizes costs, enhancessustainability and supports the State’s climate goals.

Purchaseselectricity, including renewable power for all State agencies.

-Oversees theState’s Energy Performance Contracting program.

- Manages theState Energy Database.

-Chairs theMaryland Green Purchasing Committee.

- Installselectric vehicle charging infrastructure for the State fleet.

- Performsenergy audits.

- Developsdecarbonization plans for State facilities.

OE&S playsa key role in organizing, coordinating and managing State operations towards aclean energy future.

The position's main purpose is to coordinatethe office’s procurements by acting as a liaison between the Office of Energyand DGS procurement divisions. The position will not perform officialprocurement functions but will work with DGS procurement officers and EnergyOffice staff to ensure that procurements are completed in a timely manner.The Procurement Coordinator will work closelywith the Director on offshore wind solicitations, including outreach topotential off-takers in the public and private sector.

The ProcurementCoordinator will be expected to learn renewable power purchasing strategies andprocedures, including power purchase agreements and will need to assist in thedevelopment of contractual relationships with load serving entities, offshorewind developers and power purchasers. The position will assist and coordinatewith the Public Service Commission, the federal Bureau of Ocean EnergyManagement, the Federal Energy Regulatory Commission, PJM, the department ofthe Environment, the Governor’s Office, neighboring states, the Department ofLabor, the Department of Natural Resources, the legislature and others ondeveloping a plan to expand Maryland’s offshore wind development to 8,500 MWs.

POSITION DUTIES

Duties for this positioninclude but are not limited to:

- Liaise between the division procurement functions and the Officeof Energy and Sustainability to ensure efficient and effective procurements.

- Draft procurement documents.

- Oversee and track procurements.

- Coordinate with the Director on renewable energy purchasing.

- Develop an understanding of electric power markets andtransactions.

- Assist the Director and other agencies on developing a Plan toachieve 8,500 MWs of offshore wind capacity.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high schoolequivalency certificate.

Experience: Sixyears of administrative staff or professional work.

Notes:

1.Candidates may substitute 30 college credit hours from an accredited college oruniversity for each year up to four years of the required experience.

2.Candidates may substitute the possession of a Bachelor's degree from anaccredited college or university and two years of experience in administrativestaff or professional work for the required experience.

3.Candidates may substitute the possession of a Master's degree from anaccredited college or university for the required experience.

4.Candidates may substitute U.S. Armed Forces military service experience as acommissioned officer involving staff work related to the administration ofrules, regulations, policy, procedures and processes, or overseeing orcoordinating unit operations or functioning as a staff assistant to ahigher-ranking commissioned officer on a year-for-year basis for the requiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS

Strongpreference will be given to applicants who possess the followingpreferredqualification(s). Include clear and specific information on yourapplication regarding all qualifications.

- Aminimum of five years serving as a procurement officer in a government setting.

- Experienceidentifying cost-effective procurement strategies, logistics, pricing andmaintaining vendor relationships for purchasing energy, or other commoditiessuch as oil, gas, electricity, petroleum, solar, coal, wind, etc.

LIMITATIONS ON SELECTION

This recruitment is limited tocandidates willing to accept contractual employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Musthave attained credentialing as a Certified Maryland Procurement Officer (CMPO).

The examination for this position will consist of a rating of youreducation, training and experience related to the requirements of theposition.Successful candidates will be placed on the employment eligibilitylist categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. Theeligibility list will be valid for one year and may be extended. The listwill be used by the hiring authority to select employees forinterviews.Eligible lists may be used to fill futurevacancies of the same classification.

Please note, selectedcandidates may be required to complete and successfully pass a State andFederal fingerprint background check prior to being hired.

You must be legally authorizedunder the United States Immigration Reform and Control Act to be hired in theposition for which you apply.

BENEFITS

Contractual employees who workfor an agency covered under the State Employee and Retiree Health and WelfareBenefits Program, have a current employment contract and work 30 or more hoursa week (or on average 130 hours per month) may be eligible for subsidizedhealth benefits coverage for themselves and their dependents. As a contractualemployee, you will be responsible for paying 25% of the premiums for yourmedical and prescription coverage, including any eligible dependents you haveenrolled. The State of Maryland will subsidize the remaining 75% of the costfor these benefits. You can also elect to enroll in dental coverage, accidentaldeath and dismemberment insurance, and life insurance, but will be responsibleto pay the full premium for these benefits.

Leave may be granted to acontractual employee who has worked 120 days in a 12-month period. This leaveaccrues at a rate of one hour for every 30 hours worked, not to exceed 40 hoursper calendar year.
